A letter to Mr Silva, SCE from our neighbor Jeanette Short

Mr. Silva

We all understand Southern California Edison (SCE) has to replace or reduce their services with wind, geothermal, water or some other source of energy. SCE's Tehachapi Renewable Transmission Project goes through many cities and ends in Mira Loma. Our city, (Chino Hills) is the only city thus far that is upset about this project because it goes through the heart of our residents backyards. We don't want to stop the project and welcome alternative energy, but would like for SCE to find and use an alternate route. This project affects approximately 700 residents. That is actually 700 families! SCE wants to replace de-energized 220 kilovolt towers with active 500 kilovolt towers that run through many backyards. There will be humming and crackling noises, our property value will decline and the HUGE health concerns for many, is the electromagnetic field (EMF's). EMF has been linked to childhood leukemia and women are 5 times likely to have miscarriages. There are elderly people who have pacemakers. The project runs by a senior citizens home. Of course SCE will tell you that the results regarding EMF are inconclusive but I'm not buying it. In our California code regulations it states in part that …overhead power lines over 500kv need to be 350 feet from schools… yet they want to activate them, literally, in our backyard. Something prompted this setback limit to be included in our regulations. SCE's website notes that no new facility will be built near residents; however they want to activate them in residential neighborhoods in Chino Hills. I spoke with Charles Adamson, a representative from SCE at Assemblyman Bob Huff's open house and he did mention that they were looking at going through Chino Hills State Park but it would cost them more money. SCE has to submit to the California Public Utilities Commission (PUC) the lowest cost of installing these towers so they (PUC) can set the rate base for the customers. But the lowest cost is no where near as costly of our own health. Understand that SCE has the right of way through our city but the residents were told that the lines would not be activated when we moved in. With a 1.5 billion dollar budget for renewable energy, a few million dollars to go around our city is the right thing to do. Why can’t SCE just do the right thing?? We understand that SCE needs to get energy to other customers and with the growing families in San Bernardino and Riverside there is going to be a great need; however we don’t want to be insignificant during this process by putting us in danger in order for SCE to accommodate others. It just doesn't make sense. The whole idea of Renewable energy is supposed to cut down on air pollution not create another health affect by doing so. There is another City meeting on June 12th. I hope you attend to further hear resident's opposition to this project. Our Mayor Gwen Norton-Perry and the City Council are also very concerned. We would like for SCE to work with our city engineers and/or planning department and provide us a map of what SCE wants to do in order for us to assist them with alternative routes.

I would like to request a copy of the map you are using to locate your existing towers and the map that you are going to submit with the route you plan on putting these towers through our city. Mr. Silva, can you also please provide me the date that you will submit your proposal to the Cal PUC? Can you please provide me with the name of the person at the Cal PUC that will be handling this project? I would greatly appreciate it.
